Despite she had said nothing about it openly, speculation of Prime Minister Sanae Takaichi’s deliberation on dissolution of the Lower House and having a snap election is bringing some unexpected consequences of parties. Some opposition parties are approaching each other and another one is taking distance from Takaichi administration. Some questions on the option of snap election are raised from her Liberal Democratic Party (LDP). After the report of her consideration of an early snap election, Takaichi kept on telling nothing about it. “I have decided nothing,” Takaichi  said  to one of her allies. Board of Audit of Japan (BAJ) released   a report  on situation of funds that are established under supervision of ministries of national government or prefectural governments. The first report on this issue found that there have been a large number of funds in certain ministries and that they possess a great amount of subsidy unused. The size has swollen beyond 20 trillion yen, exceeding annual national budget. BAJ recommends ministries to review their funds to eliminate its inefficiency.   The national government of Japan issues subsidy to projects of ministries, independent administrative agencies or local governments, which are not completed within a fiscal year. Although the national government can check out how much subsidies are issued, it cannot grab how much was spent for the projects. Japan Innovation Party (JIP)   released  a result of its internal investigation on its members’ false payment of premier for national health insurance. It revealed that four local assembly members with the party had been involved in receiving wrong benefit in the payment. Although the party upholds reform with self-sacrifice, its members have been taking advantage of its status as politicians to save their spendings.   The newspaper of Japan Communist Party, Akahata, firstly  reported  last December that some JIP local assembly members were evading payment for national health insurance by assuming board member of an incorporated association related to the insurance system. A possibility of early snap election was suddenly appeared in political speculations.   Yomiuri Shimbun   and   Mainichi Shimbun   reported on January 10 th   that Prime Minister Sanae Takaichi was considering dissolution of the House of Representatives at the beginning of coming ordinary session of the Diet on January 23 rd . In case she calls the dissolution on the day, the election is going to be on February 8 th   or 15 th . Takaichi will still consider merit and demerit of early snap election before her decision. She keeps 70 percent of approval rate in its polls since she took the office last October. Ministry of Health, Labour and Welfare (MHLW) decided to refund payment of welfare for low-income families, which once was cut along with price deflation between 2013 and 2015. Although the Supreme Court found the cut during that period had been illegal, the ministry still argues that the policy was partly not illegal. The plaintiffs demand full refund.   Following Article 25 of Constitution of Japan, that guarantees everyone “the right to maintain the minimum standards of wholesome and cultured living,” Japan has a welfare system in which subsidy is paid for families with income lower than minimum standards of life. The subsidy is paid for cost of food, appliances, rent, and medical treatment. The  total recipients  of the subsidy are about 2 million people of 1.6 million families.   Some recipients of the welfare filed lawsuits against the government of Japan in 2014 and later that its decision to reduce the subsidy between 2013 and 2015 was illegal. Chubu Electric Power (CEP), a power company which supplies electricity to central region of Japan,   announced  that it had been fabricated data for examination to resume nuclear reactors in Hamaoka Nuclear Power Plant. The fabrication was using false data on estimation of maximum seismic motion that would possibly hit the reactors. The authority for regulation on nuclear power generation decided to halt its examination for resumption of reactors in Hamaoka. The president of CEP, Kingo Hayashi, told in a press conference on January 5 th  that the data submitted to Nuclear Regulation Authority (NRA) in 2019 was false data, which had been preferrable for resumption of nuclear reactors #3 and #4 in Hamaoka power plant. A working group of National Disaster Management Council released in December 2025   a report  on possible major earthquake occurring right under the capital area of Japan. It anticipates 18 thousand people will die in fallen buildings or fire, which was reduced from the previous report in 2013. However, a great earthquake in Tokyo still causes a great number of deaths and damages of buildings in the city with highly dense population. The estimation of damages was made with a condition in which an earthquake with 7 th  degree occurs in southern area of metropolitan Tokyo in a winter evening, when wind with 8 kilometers per hour is blowing. This great earthquake kills 6 thousand people under broken houses and buildings and 12 thousand people with fire caused by the quake. Broken houses and buildings amount to 400 thousand, out of which 130 thousand fall with quake and 270 thousand are burnt down. Prime Minister Sanae Takaichi had a   new year press conference   in Ise city, Mie, after visiting Ise Shrine on January 5 th . She announced that her government would launch a national conference for reform of social security system by the end of January. Since social security reform is one of the crucial policy for Japan Innovation Party (JIP), the coalition partner of the Liberal Democratic Party (LDP), Takaichi focuses on reinforcing the tie with JIP through social security issue.   “To lighten the payment for tax or premium of social insurances for the people with low or middle income, we will increase take-home pay according to their income,” said Takaichi in the press conference. In the time of ailing government without majority in a chamber of the Diet, the opposition parties cannot show a sense of solidarity to present voters alternative choices to the leading coalition. The Constitutional Democratic Party of Japan (CDPJ) has not exercised its leadership to integrate opposition powers, only to evenmtually lose public support for the party. A structure of one giant surrounded by some fragmented parties does not seem to be changing in 2026. At the beginning of 2026, Prime Minister Sanae Takaichi has been involved in diplomatic issues, which were quickly developing. Following air raids of the United States Force on Caracas, the capital of Venezuela, Takaichi issued a comment to promote democracy in Venezuela. In the telephone talk with U.S. President Donald Trump two days before, she was invited to the U.S. in this spring. Japan Fair Trade Commission (JFTC)   announced  that it began a survey for search services which use generative artificial intelligence (AI). The survey is based on a concern that some companies on information technology may have been taking advantage of articles of news organizations without permission for the answers to questions from internet users. The commission doubts that some activities may be considered as abuses of dominant position. General Secretariat of JFTC, Hiroo Iwanari, stated that the commission started a survey on news delivery, which would be following up a past survey. JFTC has released  a report  in September 2023, which was based on a recognition that users of internet news site were increasing, while readers of newspapers or magazines were declining. The survey found that Google and Yahoo could be included in “influential organizations” when internet users search news contents. Ministry for Foreign Affairs   declassified  in December 2025, diplomatic documents in 1994. The documents revealed tense discussion over North Korea, which was developing its nuclear capability, by Japan and the Unite States. Japanese leaders exchanged their views over Taiwan with the leaders of People’s Republic of China. They represent instability of international relations in post-Cold War era. Prime Minister of Japan, Morihiro Hosokawa, made a visit to the U.S. in February1994. Prime Minister Sanae Takaichi leads a minority government in one of two chambers of the Diet in 2026. It is a focal point in politics in Japan whether her administration can achieve majority in both houses this year. As bilateral relations with China are getting further worse after she made a comment on Taiwan contingency, Takaichi will face a requirement how she can fix the problem.   Takaichi’s biggest mistake as an elected president of the Liberal Democratic Party (LDP) last October was letting its coalition partner go. The LDP established a coalition framework with Komeito, with catalysis of the Liberal Party, in 1999 when the party lost majority in the Upper House. Takaichi took the long-time support from Komeito for granted, as she sought a greater coalition with participation of other parties.   Although Takaichi was successful in pulling Japan Innovation Party in the leading coalition, her administration is still unstable with minority in the Upper House. At the end of 2025, politics in Japan is still in a fundamentally unstable situation with minority government in one of two chambers of the Diet. While the prime minister is struggling in achieving majority in the Upper House, she reveals immaturity in handlings of politics. The government led by the Liberal Democratic Party (LDP) is drifting with pressure from other parties which are serious about implementing their own policies. Former Prime Minister Shigeru Ishiba started 2025 with a hung parliament in the Lower House. Ishiba tried to pass FY2025 budget bill by the end of March with detailed policy discussion with some opposition parties. As reduction of seats in the House of Representatives did not achieve broad support, the parties discuss introduction of multi-seat district in the election of the house. A committee in the house on election reform   discussed  how the parties would be willing to the multi-seat district in the extraordinary session of the Diet. It was obvious that small parties were supportive for the system, while big parties would oppose to it. Post war democracy in Japan was based on multi-seat district system in the Lower House. Each district, allocated to every prefecture according to its population, had multiple seats in the election. For instance, 1 st  district of Hokkaido, which was located to Sapporo and its suburb, had 6 seats. The voters wrote one name among the candidates on the ballot. The government of Japan   decided  to raise payment for medical service by 3.09 percent in FY2026. It is for the first time in these thirty years that growth of the payment exceeds three percent. Given overwhelming price inflation in Japanese economy, Sanae Takaichi government hopes to improve the situation of hospitals most of which are having difficulties in management. To provide comprehensive medical treatment for all the nationals, the government of Japan holds examination for medical doctors, nurses or pharmacists to issue licenses every year. Article 19 of  Medical Practitioner’s Act  provides that a medical doctor cannot refuse a demand of patient for having medical treatment. The parties in the Diet   did not reach a conclusion  on measures for maintaining the Imperial Families in the extraordinary session in 2025. While opposition parties with liberal ideology are willing to increase female families, the conservative leading parties insist on keeping male line in the family. The polls show that the people are not so serious about maintenance of male line in the Imperial Families. After Jun-ichiro Koizumi administration made a proposal for female emperor in 2005, the discussion stopped with birth of Prince Hisahito of Akishino in 2006. With concern on declining number of the Imperial Family or increasing role of Emperor and his family, the discussion was again revitalized in the Diet. Sanae Takaichi Cabinet   approved   FY2026 main budget bill, which marked a record high in volume of 122 trillion yen, with measures supporting consumers suffering from price inflation, in a cabinet meeting on December 26 th . While considering keeping credibility on her bold spendings paying little attention to fiscal balance, Prime Minister Takaichi focused on her own political agenda including accumulation of defense budget.   Takaichi Cabinet will submit the bill to ordinary session of the Diet which will be convoked on January 23 rd . The Liberal Democratic Party (LDP) and Japan Innovation Party (JIP)  made  no progress in constitutional amendment during the extraordinary session of the Diet in this fall. Although those two parties agreed on accelerate their discussion for changing Article 9, the LDP is reluctant to implement it. JIP is so ambitious to promote their conservative agenda that the LDP became careful about the negative impact on their administration.   The LDP-JIP  agreement  for forming a coalition just before Sanae Takaichi Cabinet embarked on October described that both parties would establish a discussion body for adding “emergency clause,” which enable to extend the term of Diet member in emergency such as great earthquake or military invasion, in the Constitution of Japan during the extraordinary session.
