Evacuation in Advance Is Required

The Cabinet Office (CO) released its estimation that indicated about 516 thousand people alongside Pacific Coast in Japan would need to evacuate in advance, in case Nankai Trough Great Earthquake occurs, to escape from huge tsunami. A large number of people who need to evacuate is aged or disabled ones. It is expected that the number of evacuees will increase as study for the great earthquake. 

The CO has a recommendation of evacuation when Nankai Trough Great Earthquake, which is expected to cause great tsunami on the coastal area from Kanto to Kyushu, is supposed to be applied to the people in specific area before tsunami arrives at their region. Those people are required to leave their place before the earthquake occurs, when the national government issues “temporary earthquake information” to warn a huge earthquake.

 

The local governments has designated some area for evacuation in advance to protect people who are supposed to be difficult in agile evacuation. As of early 2022, 69 cities in 13 prefectures were designated as the places in which evacuation in advance is needed. They include eighteen cities in Kochi prefecture, fourteen in Wakayama, thirteen in Mie and twelve in Shizuoka. All those cities face the Pacific Ocean and vulnerable for a great tsunami.

 

According to the CO’s first-ever research on evacuation in advance, the designated area increased as many as 130 cites in 16 prefectures. About 520 thousand people will need to evacuate in advance in those cities, most of whom are aged people, disabled or in need of help for evacuation. The CO is not in charge of taking measures for their evacuation, but encourage them to prepare for occurrence of a great earthquake.

 

The evacuation in advance is expected to continue for a week. Those 130 cities have finished selecting area for the evacuation. While some of them assumes that all the residents in designated area need to evacuate, the evacuation applied only to old or disabled people in other area. The evacuation in advance is expected to continue for a week.

 

The government issued for the first time a temporary earthquake information of caution related to possible occurrence of Nankai Trough Great Earthquake in August 2024. After all, the great earthquake has not occurred so far, the estimation for possible evacuees in advance was drawn by the CO’s survey to 707 cities in 29 prefectures, which were designated “disaster prevention measures promotion area.”

 

Some cities designated some area where disaster of landslide or breakdown of houses, not only damages from tsunami, are expected. However, the pace for preparation has not accelerated with financial difficulty or with lack of recognition about damages of a great earthquake. The lesson of East Japan Great Earthquake was something not assumable can actually happen.
